The normalise-and-temper cycle is the only heat treatment route that produces the fully tempered martensite microstructure required for Grade 91. Annealing or subcritical heat treatment alone does not satisfy ASTM A182 / ASME SA182 requirements and must not be used as a substitute.

PWHT for F91 is not optional — it is a code requirement. ASME B31.1 Power Piping requires post-weld heat treatment at 730 to 800°C, with holding time based on wall thickness (minimum 1 hour per 25mm, minimum 1 hour total). Insufficient PWHT temperature or time leaves the martensite structure in a hard, brittle condition that will fail by Type IV creep cracking at the heat-affected zone within the first 50,000 operating hours. This is the most documented Grade 91 field failure mode and is entirely preventable with correct PWHT.
For F91 socket weld and threaded fittings, PWHT applies to the completed assembled joint — not just the fitting body. The entire connection, including pipe and fitting, must reach and hold the specified temperature range. Partial or localised heating does not satisfy the code requirement.

Skipping or shortening PWHT leaves a brittle martensitic microstructure above 350 HBW that fails by Type IV creep cracking in service.
ASTM A182 F91 covers forged socket weld and threaded fittings per ASME B16.11 in the 1/4 inch to 4 inch NB range. ASTM A234 WP91 covers wrought buttweld fittings per ASME B16.9 in sizes 1/2 inch to 48 inch NB. Both carry the same 9Cr-1Mo-V Grade 91 chemistry and are used together in the same piping system — F91 for small-bore connections and WP91 for main-line joints.
No. ASTM A182 F22 (2.25Cr-1Mo) reaches its allowable stress limit at approximately 560°C. Ultra-supercritical boiler steam temperatures exceed 593°C and reach 610 to 620°C. At these temperatures, only Grade 91 (9Cr-1Mo-V) meets the allowable stress requirements in ASME Section II, Part D. Substituting F22 for F91 in ultra-supercritical service is an engineering non-conformance.
